What does the Port Newark Auto Terminal's tariff require of a delivering truck?
The Ports America tariff for the Port Newark Auto Terminal, effective January 1, 2022, says appointments, where a terminal uses them, are booked by 11:00 am the business day before and only after the steamship line has issued a freight release.
The tariff is Ports America's Marine Terminal Schedule No. 017547. It lists the Port Newark Auto Terminal at 325 Distribution Street, Newark, N.J. 07114, and the Northeast Auto Terminal. Rule 7 says: "Scheduling of appointments should be made by 11:00 am of the preceding business day with Ports America." It also says: "Appointments may be made with Ports America for delivery of Cargo only after the steamship company has provided a freight release." On lateness, it says: "Trucks arriving after the time of scheduled appointment may be denied service." Late and missed appointments are charged; the amount is in the tariff and is not repeated here. Rule 8 covers the other case: "Ports America shall make provisions for servicing of non-appointment trucks that arrive at the terminal before 3:00 pm." The saved tariff text does not say whether the Port Newark Auto Terminal is designated an appointment terminal, so which rule applies is a question for Ports America. On access, the tariff says "TWIC Escorts are available upon request, subject to availability and Port Authority of NYNJ approval" and "TWIC Escort requests should be submitted by 11:00 AM on the business day prior to arrival." It also says: "Only trucks properly registered and licensed will be serviced by Ports America." For export vehicles, the tariff's rolling-stock category, which its contents list as including privately owned vehicles, has this free-time rule: "free time shall be not more than fifteen (15) days (exclusive of Saturdays, Sundays and ILA Holidays)", counted from the next business day after arrival, with demurrage charged after that. The Port Authority's shippers page publishes gate hours for container terminals only, and neither source states gate hours for the Port Newark Auto Terminal.
| Terminal or processor | Operator listed | What the published page says a delivering truck needs |
|---|---|---|
| Port Newark Auto Terminal, 325 Distribution Street, Newark, N.J. 07114 (berths 7, 9, 11, 13, 15, 16, 17, 18, 21, 23 and 25 in the tariff) | Ports America (named by the Port Authority's shippers page and publisher of the tariff) | Appointment booked by 11:00 am the business day before and only after a freight release, if the terminal uses appointments. Non-appointment trucks arriving before 3:00 pm are served. TWIC escort on request by 11:00 am the prior business day. Properly registered and licensed truck. | Vehicle processors named by the Port Authority: FAPS Inc, Toyota Motor Logistics Center Inc., BMW Port Jersey Vehicle Preparation Center | Each processor, as named on the Port Authority's Ro-Ro page | Not stated on the terminal's page. The Port Authority page says the processors handle inspections, parts assembly, transport securing devices removal and sale and use preparation. |
When Wave's delivery to Port Newark is NOT the right choice
If you need the vehicle carried across the ocean, Wave is not the right choice, because Wave's transport is within the continental United States and ends at the port or the 3PL yard.
If you buy vehicles on behalf of several dealers rather than for export, wholesale vehicle transport is the closer match. A dealer moving its own stock belongs on the dealer page.
What Wave does for exporters at Port Newark, and what the federal export rule requires
Wave arranges and delivers exporters' vehicles to the Port of New York and New Jersey and/or a 3PL shipping company's yard, and handles the paperwork exporters need for export.
The same federal rules govern exports through Port Newark as through any other U.S. port. CBP's page on exporting used self-propelled vehicles (last modified Jan 07, 2026) states that the Census Bureau requires Electronic Export Information to be filed in the Automated Export System 72 hours before a used self-propelled vehicle is exported, whatever its destination, value or condition. 19 CFR 192.2 (eCFR text checked October 2026) says the owner of a vehicle with a U.S. title must give Customs the original title or a certified copy and two complete copies; for a leased vehicle or one with a recorded lien, a separate signed writing from the third party allowing export is needed too. CBP's used-vehicle FAQ, dated May 13, 2016, says civil penalties may be imposed for failing to file export information, for filing late, or for filing false or misleading information.
